In the United States, the introduction of a new system, traffic signal priority, was initially difficult for the following reasons:
Technical feasibility and cost-effectiveness.
There is no accurate detection product.
Limited installation of vehicle tracking systems per traffic facility. Lack of standards.
Traffic light controllers could not support TSPs.

Central Traffic Signal Priority


TSPs use a central system to organize and manage priority requests from multiple vehicles. Priority request systems for transportation vehicles are usually equipped with GPS, which provides direct access to the traffic management center. Thus, priority request decisions can be based on the requests of all field vehicles. The need for the framework arises from traffic management. It may progress gradually as the vehicle approaches the intersection. In this type of system, communication between the vehicle, the traffic lights, and the two control centers can be somewhat difficult, especially if there is no pre-determined priority.

Decentralized TSP
The main difference between the two types of systems is that all priority decisions in a decentralized TSP system are made at the intersection level, not at a central location. A decentralized system does not have any management problems, but the decision to grant priority may be more subtle than if it were managed from a central location.
